These two actions are intentionally different. One keeps the conversation open. The other turns the decision into a formal record.

Use Save progress while you are still collecting options or feedback.
Use Finalize choice only after the winner is clear and the right approver is aligned.
If you close the modal with unsaved changes, respond to the prompt to save or discard those edits.

Good to know

Saving progress keeps the decision in the pending workflow.
Finalizing moves the selection into Final Decisions and unlocks the procurement and invoice fields for the finalized option.
